ROLE : HEALTH FINANCING TECHNICAL SPECIALIST CONSULTANT (TERMS OF REFERENCE) DURATION : 3 MONTHS.

REPORTING INTO : DIRECTOR OF ADVOCACY AND STRATEGIC PARTNERSHIPS.

  • 1.INTRODUCTION Living Goods Uganda (LGU) has supported Uganda in strengthening primary healthcare through testing and delivering robust community systems since 2007.

We realize that Health Financing is crucial to the success and sustainability of community health systems, ensuring adequate resources to support essential health services, improve access to care, and protect communities from financial hardship due to illness.

Out-of-pocket health expenditure in Uganda is currently estimated at 41% of total health spending.

Effective health financing mechanisms can enhance service quality, promote financial equity, and contribute to achieving universal health coverage for all Ugandans.

Health Financing includes resource mobilization, risk pooling through health insurance schemes, and the allocation of resources through strategic purchasing.

LGU’s current health financing activities are primarily focused on resource mobilization – including securing contracting agreements with Government of Uganda, co-financing agreements with district local governments and partners, and advocacy at global, national, and sub-national levels for increased government and donor investments in community health.

It is imperative for the program to also track budget allocation and expenditure for CH elements.

To deliver on Living Goods’ Theory of Change, specifically the outputs of increased sustainable financing and enhanced service delivery, the way forward requires a more strategic approach to optimize our current portfolio of health financing activities alongside expansion into new activities and explore innovative financing that has a potential to be taken to scale.

To that end, LGU seeks to buy the services of a Health Financing Technical Specialist who will coordinate these activities.  2.

PURPOSE AND OBJECTIVE OF THE CONSULTANCY As LG streamlines its focus to intensive community health (CH) implementation in Wakiso and Mayuge, the organization seeks a Health Financing Technical Specialist (Short-Term Consultant) for three months to strengthen its CH financing initiatives in these core districts.

The consultant, expected to start on August 1st, 2025, will be based in Kampala, Uganda, working closely with the Director of Advocacy and Strategic Partnerships, Director of Programs and the Country Director to support LG’s strategic priorities and contribute to the 2025-2026 Country Big Wins.

The consultant will also engage closely with the Senior Projects Manager to provide input to the Project BIRCH deliverable on the Long-term Sustainable Financing Plan for CH.

TASKS AND RESPONSIBILITIES The consultant will provide technical support to LGU through the following key activities : Desk Review on Community Health Financing : Conduct a comprehensive review of successfully financed CH systems in developing countries and map out 2–3 prototypes adaptable to the Ugandan context.

Develop a report and lead discussions to select prototypes and define an implementation roadmap.

Development of Virtual Pooling Action Plan : Design and facilitate a working session to establish a structured Village Health Team (VHT) compensation basket within a virtual pooling model.

Modelling a VHT Basket Fund for Mayuge & Wakiso : Develop a framework for sub-national VHT financing, (co-financing plans for DLGs) and documenting successes to inform a National Community Health Financing Framework.

Documentation of LG Contributions : Create a guide showcasing Living Goods Uganda’s contributions to MoH Community Health System Strengthening, including technical input into policy and strategy development.

Advocacy & Business Development Support : Serve as a thought partner in advancing Community Health Development Plans (CHDP), supporting advocacy efforts and exploring public-private partnerships (PPP) for sustainable financing.

Lead in the tracking of PHC budget allocation, release and tracking in the identified high volume health facilities in Wakiso and Mayuge districts.

Participate in strategic meetings including the monthly MoH SPAFID TWG to represent LGU interests.

  • 4.DELIVERABLES The consultant will provide the following key deliverables : Community Health Financing Report : A comprehensive documentation report summarizing successfully financed CH systems, identifying 2–3 prototypes suitable for Uganda, and presenting an implementation roadmap.
  • Virtual Pooling Action Plan : A structured action plan outlining the VHT compensation basket, developed during the working session.

    VHT Basket Fund Model for Mayuge & Wakiso : A detailed financing model showcasing the potential for sub-national VHT funding successes to be launched with recommendations for national-scale adoption.

    Documentation of LGU Contributions : A well-structured guide highlighting LGU’s strategic contributions to MoH Community Health System Strengthening, including policy and strategy development insights.

    REPORTING, SUBMISSION AND APPROVAL The consultant will report to LGU’s Director of Advocacy and Strategic Partnerships, with liaison support from the Country Director.

    Key reporting and communication elements include : Initial Briefing : A debrief session between LG and the consultant outlining assignment expectations.

    Stakeholder Introduction : Formal email communication from LG introducing the consultant to MoH, district officials, and relevant partners.

    Ongoing Communication : Regular engagement via virtual meetings, email, and phone calls for progress updates and guidance.

    Report Submission & Approval : Reports must be submitted in line with the deliverables schedule, subject to approval by LG.

    Payment Schedule : Monthly invoices will be raised upon approval of submitted reports.

    CONSULTANT QUALIFICATIONS Eligible candidates must meet the following criteria : Education : Master’s degree or higher in Health Economics, Public Health, Health Financing, Economics, Development Studies, Biostatistics, or a related field.

    Experience in Health Financing : Demonstrated expertise in designing, implementing, or evaluating health financing models, preferably within community health systems in low- and middle-income countries.

    Policy & Strategy Expertise : Strong understanding of health financing policies, including public-private partnerships (PPP), community health financing, and government budgeting processes.

    Research & Analytical Skills : Ability to conduct desk reviews, analyse health financing data, and develop evidence-based reports.

    Stakeholder Engagement : Proven track record of collaboration with government agencies, donors, NGOs, and private-sector partners in health financing initiatives.

    Project Management & Facilitation : Experience leading working sessions, designing implementation roadmaps, and developing financing models.

    Advocacy & Business Development : Capacity to support policy advocacy efforts and explore innovative financing strategies.
