Overviewof CSJ Program
Climate Smart Jobs(CSJ) Component 1 is a four-year programme funded by the UK's InternationalClimate Fund. It consists of three sub-components : 1A - Market SystemsDevelopment, 1B – Uganda Climate Innovation Fund, and 1C -EcosystemsServices. Component 1 seeks to sustainably increase agriculturalproductivity and ultimately improve the incomes of smallholder farmers (particularlywomen, refugees, and host communities). CSJ understands that smallholderfarmers (SHFs) are extremely vulnerable to the effects of climate change(particularly extreme weather events) and face numerous constraints. Mitigatingthese effects is central to the programme’s approach.
The constraintsSHFs face in improving agricultural productivity and income levels includelimited access to inputs for crops and livestock, poor soil and watermanagement, limited access to an efficient distribution model forclimate-resilient varieties, limited access to affordable extension servicesfor both livestock and crop, weak engagement between Private Sector Actors(PSAs) and research institutions, high incidence of pests / parasites anddiseases for crops and livestock, uncertainty in seasonality (unpredictablerainfall, prolonged dry spell, spatial distribution of rainfall), limitedaccess to affordable on-farm mechanisation services), and weak market accessand value addition.
CSJ intends to workwith market actors to trigger change in the market system in a way that enablesSHFs to gain increased access to affordable, quality input products andservices, in turn increasing their incomes and ability to adapt and becomeresilient to the effect of climate change
This TOR focuses onthe provision of Technical Assistance (TA) to assess CSJ’s currentreported jobs and job quality, identify missed reporting opportunities, anddevelop a job multiplier model for indirect job creation.
Backgroundto the Assignment
In May Palladium started implementing CSJ programme, with its inception period runningup to November . To date, the project is implementing 24 Business Modelsthat target private sector investment in climate smart solutions and acceleratejob creation for people in Northern Uganda. Component 1 of CSJ is expected todeliver a Jobs Tracer Survey as part of the programme’s reporting expectationfrom the client. This is an annual event that is meant to validate current jobsand assess breadth and quality of the created jobs.

CSJ requires theservices of a suitably qualified and experienced Consultant to conduct a tracerstudy to validate the current reported jobs from its partners, assess thequality of these jobs, identify missed opportunities for reporting on jobs, andsuggest a job multiplier for indirect jobs.
