The Australia-Pacific Partnerships Platform (Partnerships Platform) was established to provide a suite of flexible, fit-for-purpose development services to Australia and Pacific countries as they continue working together to build a stable, prosperous, and secure region. As part of the Falepili Union, the Government of Australia (GoA) has committed to continue working closely with the GoT to support Tuvalu’s development priorities. Under the treaty, the governments of both countries have agreed to an enhanced development partnership that will support Tuvaluans to stay and thrive in their homeland.

Through this enhanced partnership, the GoA is committed to supporting the GoT through the proposed Te Ao program. This investment will be implemented under the Partnerships Platform and will support Tuvalu to build fiscal and economic resilience, to make resource allocation decisions that enhance resilience, and to strengthen sustainable and inclusive service delivery to meet the needs of Tuvalu’s population.

The Role

The Lead Public Sector Reform Adviser will contribute to Government of Tuvalu (GoT) public sector performance, accountability, and service delivery through a coordinated program of public sector reform. In response to evolving economic, demographic, and governance challenges, the government seeks to enhance the efficiency, responsiveness, and sustainability of its civil service and institutions. To support this agenda, the GoT is seeking to engage a Lead Public Sector Reform Adviser to provide high-level technical and strategic advice on the design, coordination, and implementation of cross-government reform initiatives.

The Adviser will provide strategic leadership and technical expertise to develop and guide the planning and implementation of the Government of Tuvalu’s public sector reform program, ensuring alignment with national development priorities and international best practices. This role is closely aligned with Te Ao’s EOPO2 which aims for GoT improves the efficiency and effectiveness of front-line services through enhanced PFM and better budgets and plans ensuring that PFM & Public Service reforms are contextually appropriate and well developed.

About You

Essential qualifications and experience

  • Tertiary qualification in public administration, public policy, organizational development, or a relevant discipline or equivalent experience and training.
  • At least 10 years of relevant experience in public sector reform, civil service modernization, or institutional development, preferably in a government or donor-supported context.
  • Proven experience advising senior government officials and facilitating inter-ministerial coordination.
  • Strong understanding of public administration systems in small island developing states or similar low-capacity environments
  • Extensive experience managing international development programs.
  • Significant experience building strong teams and working relationships, ideally with Pacific stakeholders.
  • Excellent communication and analytical skills, including report writing.
  • Demonstrated experience delivering effective outcomes, including in Gender Equality, Disability and Social Inclusion (GEDSI).
  • Understanding of the importance of cross-cutting development issues such as gender, child protection, locally led development, anti-corruption, and disability.
  • Experience in implementing GEDSI, Child Protection, PSEAH, prevention of human trafficking, environmental protection, anti-corruption and other DFAT safeguarding policies.
  • Preferred experience

  • Demonstrated experience in program management in international development settings, preferably with DFAT-funded programs.
  • Experience living and working in the Pacific, ideally with knowledge of government systems.
